ILGA-Europe welcomes the publication "Hate Crimes in the OSCE Region – Incidents and Responses: Annual Report for 2010"
The "Hate Crimes in the OSCE Region – Incidents and Responses: Annual Report for 2010" was launched on the date of 16 November, the International Day for Tolerance. As in previous years, ILGA-Europe has participated to the consultation organised by the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR).
ILGA-Europe engaged in this process on the basis of its own monitoring activities, and with the active contribution of members organisations who provided information in the frame of our comprehensive submission: Aleanca (Albania), Arcigay (Italy), Casal Lambda (Catalonia/Spain), Háttér Support Society (Hungary), ILGA-Portugal (Portugal), Juventas (Montenegro), Labris (Serbia), Lesbian Group Kontra and Iskorak (Croatia), Kaos GL, Pembe Hayat and Izmir Black Pink Triangle (Turkey), KPH (Poland), LGL (Lithuania), Mozaika (Latvia),RFSL (Sweden), SETA (Finland), SKUC-LL (Slovenia), SOS-Homophobie (France).
Our contribution, although far from bridging the gap of massive un-reported LGBTI-phobic violence, was key to achieve a significant result significant. It is indeed the first time that the ODIHR’s report mentions homophobic or transphobic incidents recorded in more than half of the OSCE’s 55 participating States. This further confirms the European dimension of hate crime as a social and safety problem.
ILGA-Europe had also highlighted some significant items and trends, including the situation of transphobic hate crimes and offences, which is particularly worrying in nearly all European countries and very often goes unreported, as well as the growing number of indirectly bias-motivated offences committed against police officers, in particular in countries such as Serbia where a high number of them fell victims of homophobic and transphobic violence as they were performing their legal missions of protection of Pride events.
