ILGA-Europe has made a number of interventions before the participating states, and has been successful in gaining EU Presidency support on the issue. The EU Presidency has called for a supplementary human dimension meeting on sexual orientation as a human rights issue, and made a statement condemning criminalisation of consenting same-sex acts between two adults in two OSCE participating states – Turkmenistan and Uzbekistan. In December 2009, the Swedish Presidency also insisted that insist that
“sexual orientation and gender identity” should explicitly be recognised as part of the definition of hate crimes.
OSCE is the largest international organisation of which the Holy See is a full member. ILGA-Europe works towards establishing a dialogue with the Holy See in order to overcome its opposition towards our goals in the OSCE political context.

The OSCE committed to combating hate crimes
The 17th Ministerial Council of the Organisation for Security and Cooperation in Europe (OSCE), which took place on 1 and 2 December 2009 adopted a groundbreaking decision on combating hate crime(OSCE - Decision No. 9/09: Combating Hate Crimes). All participating States agreed on an inclusive definition of its scope, “acknowledging that hate crimes are criminal offences committed with a bias motive”.
OSCE/ODIHR’s 2011 Annual Hate Crimes Report: call for submissions
ILGA-Europe will soon start preparing a comprehensive submission to the Office for Democratic Institutions and Human Rights (ODIHR) of the OSCE, in view of their annual report on “Hate Crimes in the OSCE Region – Incidents and Responses in 2011”.
