Challenging hate crime

In 2008, ILGA-Europe started to work on a project targeting hate crime and violence. Read more here about the project

ILGA-Europe is committed to the implementation of reporting, advocacy, lobbying and capacity building actions to ensure that this dimension of fundamental rights is never forgotten, neither by policy makers nor by the civil society in Europe.

ILGA-Europe's project on hate crime and violence is divided in three:

National, European and international institutions have not yet developed inclusive monitoring systems about bias violence. Only a minority of European countries have legislations explicitly tackling LGBT hate incidents.
ILGA-Europe is raising the issue in the European institutions and at national level, to emphasize the need to combat bias violence, and to promote concrete actions.

ILGA-Europe project: Working with the police and challenging hate crimes in Europe 2008-2011

This project aims at the reinforcement of ILGA-Europe’s advocacy strategy in international and European institutions (the EU, the CoE and the OSCE). It also includes the development of tools specifically designed to facilitate engagement between LGBT organisations and police forces, to better tackle hate violence. ILGA-Europe’s project is funded by the Dutch government and also supported by the European Union.

Report and monitor hate crime - submissions to European and international institutions in 2010

Reporting and monitoring are crucial to raise awareness within national and European institutions, among law enforcement officers and the public. Hence, developing a reporting and monitoring strategy is a prerequisite for an efficient advocacy to call on policy makers to adopt laws and implement policies against violence.

For these purposes we organise or participate to side-events on LGBT rights at the OSCE Human Dimension and Implementation Meetings (HDIM). In the last years, we addressed a range of related issues such as the situation of LGBT people in Eastern Europe, multiple identities and discrimination, or the role of religion in promoting tolerance and human rights of LGBT people. We also attend thematic conferences and supplementary Human Dimension Meetings, where we occasionally organise specific side-events.
