The study of the project documents and the reports of the partners have shown that over the period of 3 years the project resulted in:
- Project partners increased capacity of doing successful advocacy at national and EU level. Project partners:
- influenced changes in national legislations and contributed to the drafting and the adoption of comprehensive anti-discrimination laws (e.g. adoption of a comprehensive anti-discrimination law in Croatia, drafting of anti-discrimination laws in Moldova and FYROM- including protection against sexual orientation and gender identity discrimination)
- influenced development of positive practices in regards to the implementation of the laws (e.g. guilty verdict on the first hate speech case; visitation right for a same sex partner in prison in Croatia)
- established good contacts with the relevant bodies in the EU institutions and the CoE (through regular study visits) and effectively used for their advocacy (e.g. using the contacts acquired during the study visit to the EU the Croatian partner together with ILGA-Europe managed to mobilise pressure from EU to return the excluded ground of gender identity back in the anti-discrimination legislation; Moldovan partners generated the support of the MEPs during the pride events and used the contacts from EU and CoE to assert the rights of LGBT people to freedom of assembly).
- Project partners developed capacity in the field of human rights documentation and reporting and have adopted evidence based approach to advocacy (e.g. used documented cases of homophobic hate crimes to lobby for the inclusion of homo/transphobic hate crime provisions in the Criminal Code of Croatia; used the documented cases of violations of freedom of assembly to advance LGBT people’s rights in Moldova). Project partners:
- effectively documented human rights violations of LGBT people
- provided legal support to the victims of violence and discrimination and monitored judicial proceedings
- produced evidence of discrimination through annual reports as well as through a number of smaller reports and case studies
- presented the reports/documentation to EU and national institutions and to media (media and relevant official bodies thoroughly followed and reacted to the reports produced and presented by partner organisations).
- Effective advocacy/lobby by ILGA-Europe with the EU institutions, OSCE and the CoE. ILGA-Europe:
- raised the awareness of European policy makers on the rights of LGBT people and sexual orientation and gender identity (sogi) discrimination in the project countries and lobbied for the inclusion of sogi discrimination in relevant country reports (references were made to LGBT issues in the EC progress reports and PACE monitoring reports, OSCE hate crimes reports on the countries of project partners)
- supported project partners in their advocacy for the introduction of comprehensive anti-discrimination laws
- helped partners to establish contacts with the relevant officials in the EU, OSCE and CoE and present human rights issues of LGBT people in their countries (through coaching and consultancy before and during the study visits).
