<p>The 2007 Year will be opened to Member States but also to accession countries and countries from the Western Balkans (Article 11). </p>

<p>However, we should assume that the Commission cannot offer financial support to countries outside the EU; these states can participate to activities but they would have to finance actions themselves. </p><p>Concerning Bulgaria and Romania, at the moment, the Commission is working on the assumption that both countries will be Member States of the EU in 2007, and so eligible to co-funding from the Commission. </p>
