The European Union external relations
ILGA-Europe monitors the European Union’s relations with third countries in order to ensure that an LGBTI perspective is included in relevant agreements and policies.
How do we do this?
- Within the European Neighbourhood Policy (ENP), the European Commission produces progress reports on the extent to which ENP countries (see list below) have achieved the goals listed in their action plans. Civil Society is invited to submit their feedback by 1st December each year and ILGA-Europe participates in this process. Countries that ILGA-Europe is focusing on within the ENP: Armenia, Azerbaijan, Georgia, Moldova and Ukraine.
- We participated in the first and second annual Eastern Partnership Civil Society Forum and give input into platform 1 on democracy and good governance in order to contribute to shaping the evolution of the Eastern Partnership. Countries that ILGA-Europe is focusing on within the Eastern Partnership: Armenia, Belarus, Azerbaijan, Georgia, Moldova and Ukraine.
- We give input whenever civil society is asked for feedback on Country and regional strategies.
- We give input for the annual Human Rights Dialogues which EU holds with an increasing number of countries. Countries that ILGA-Europe is focusing on with the Human Rights Dialogues: Armenia, Belarus, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova and Ukraine.
- We participate in ad hoc consultation processes such as those leading to the development of the Toolkit to Promote and Protect the Enjoyment of all Human Rights by Lesbian, Gay, Bisexual and Transgender (LGBT) People.

Report and monitor hate crime - submissions to European and international institutions
Reporting and monitoring are crucial to raise awareness within national and European institutions, among law enforcement officers and the public. Hence, developing a reporting and monitoring strategy is a prerequisite for an efficient advocacy to call on policy makers to adopt laws and implement policies against violence.
