The Russian State Duma Is Going To Ban The “Propaganda Of Homosexualism” All Over Russia
The Russian State Duma will consider the first reading of a federal level bill banning so-called “propaganda of homosexualism” on December 19th, 2012. This information was received from Russian State Duma calendar to address issues in the second ten days of December, which was recently approved by the Duma.
Igor Kochetkov, Chairman of Russian LGBT Network:
“Today we would like to address to the deputies of State Duma with a call. Don’t discredit yourselves and Russia by adoption this absolutely senseless ith common sense and the right of law. One year of application of such laws in the regions have shown that, in practice, they are used to persecute dissidents, not to protect the children. Under the pretext of protecting the family the author of the bill actually destroy it, identifying a family as "biological union of a man and a woman." In reality this "farm" approach to people shows how some deputies look to us, their constituents. "
Russian LGBT Network has already made a statement that the laws passed to ban so-called “propaganda of homosexualism” will cause the increase of aggression towards the LGBT community. This law lets off the leash for nationalistic and ultra-right organizations. This is confirmed by a series of attacks against participants of peaceful events and meetings. In St.Petersburg unknown men attacked the exhibition of LGBT artists on March 12th, 2012. Also LGBT activists were attacked after the finish of approved meeting on June 12th, 2012. Night clubs in Tyumen and in Moscow were attacked on August 4th, 2012 and October 11th, 2012.
We would like to remind that Legislative assembly of Novosibirsk region submitted the draft federal law “On Amendments to the Code of Russian Federation of Administrative Offences”which proposed a ban so-called “propaganda of homosexualism”, to State Duma on March 28th, 2012. Similar legislations have been passed in 9 regions of Russia.
It should be noted that the Legal Department of the State Duma gave a negative opinion on the draft law. According to experts of the Russian parliament, the bill requires further discussion and refinement.“ Please note that the law of Russian Federation doesn’t define the term “homosexualism””, - reads the conclusion.
