Hope is not enough. LGBT people demand the commitment Based on an analysis of the proposed text and consultations with LGBT persons, Juventas demands urgent withdrawal of the document titled Final Draft of the Text, Working Version, Strategy for Improving the Quality of Life of LGBT Personsfrom further public hearing and establishment of a new working group which will finalize the work on the Strategy against Homophobia and Transphobia. The proposed declaration titled Final Draft of the Text, Working Version, Strategy for Improving the Quality of Life of LGBT Persons does not include basic elements of a strategy: a) description of the process which lead to drafting the strategy; b) overview of the current situation based on the available results from researches with concrete data; c) clearly defined strategic goals, d) sub-goals, i.e. operational goals, e) key activities which include defining the share of responsibility among social actors, with timeframe set and necessary resources defined; f) evaluation method with defined assessment methods and organizations responsible for monitoring, defined methods of collecting information; as well as g) defined method of providing the resources for the implementation of the strategy. Of all the essential elements of a strategy, the document entitled Final Draft of the Text, Working Version, Strategy for Improving the Quality of Life of LGBT Persons contains merely a list of declarative measures and a description of previous activities implemented by its author Jovan Kojičić, Advisor to Prime Minister, which have encountered severe criticism by the NGO sector. The proposed declaration titled Final Draft of the Text, Working Version, Strategy for Improving the Quality of Life of LGBT Persons undermines the Government’s reputation and additionally the trust that LGBT persons have in the Government. Moreover, it refers to the Conference from September 2011 in a positive light, which, for the record, was boycotted by the entire Montenegrin NGO sector because it was the Government’s attempt to avoid substantial responsibility to implement a set of activities which would genuinely improve the position of LGBT persons. The document titled Final Draft of the Text, Working Version, Strategy for Improving the Quality of Life of LGBT Persons tries again to deceive LGBT persons in Montenegro, like in September 2011. Instead of being a strategy, the proposed text is inapplicable in practice because it does not define what will be done by whom and when in order to reduce the degree of homophobia and transphobia in Montenegro, being a text exempting the Government of every kind of responsibility. This document is also unprecedented since there had been no similar strategy adopted by the Government, deprived of all the obliging key elements. Additionally disappointing is the fact that the Government has been offered the Strategy against Homophobia and Transphobia prepared by the Working Group established by the Government in October 2011 which does contain all the aforementioned key elements, with a developed one-year action plan. We hereby attach theStrategy against Homophobia and Transphobia submitted also to the representatives of the Working Group which elaborated the Final Draft of the Text, Working Version, Strategy for Improving the Quality of Life of LGBT Persons to assure you of the reasons why the text titled Final Draft of the Text, Working Version, Strategy for Improving the Quality of Life of LGBT Persons should be immediately withdrawn from further public hearing and why a new working group should be set up to finalize the work on the Strategy against Homophobia and Transphobia and submit as soon as possible the final text of the Strategy to the Government for consideration.
