Silvan is responsible for the areas of employment, LGBT families, transgender rights and multiple discrimination.
He is responsible for the monitoring of the Employment Framework Directive, the Gender ‘Recast’ Directive vis-à-vis transgender people’s rights, and the Freedom of Movement Directive with regard to the rights of same-sex partners. For this purpose, he works closely with European institutions, international trade union confederations, corporate social responsibility organisations/managers, LGBT chambers of commerce and other human rights organisations.
Background
Silvan is a graduate in Anthropology and holds a Masters in Human Rights and Democratisation. During 2006 he also followed a summer course in Sexual Orientation Law at the University of Amsterdam.
He served as Principal at the National Commission for the Promotion of Equality during 2004-2007, taking care of the development and implementation of projects aimed at promoting gender and racial and ethnic origin equality in Malta.
Silvan is Maltese and joined ILGA-Europe in August 2007.
