Funding opportunity for Turkish NGOs - sexual orientation included

The European Commission (EC) has launched the Country-based Support Scheme for Turkey with financial assistance from the European Instrument for Democracy and Human Rights (EIDHR). This instrument is designed to help Turkish civil society to become an effective force for political reform and defence of human rights.

The priority issues for the Turkey Programme are:

The pursuit of common agendas for human rights and democratic reform
• Promoting freedom of expression and independent journalism
• Safeguarding freedom of assembly and association
• Enhancing the role of civil society organisations in monitoring and advocacy for non-discrimination based on race or ethnic origin, religion or belief, disability, age, and sexual orientation
• Enhancing human rights education, as well as respect for human rights in education and media
• Fighting the occurrence of torture and ill-treatment, restricted to the fight against impunity and advocacy for independent monitoring of detention facilities

Building towards consensus on disputed or controversial areas of policy
• Strengthening the quality and inclusiveness of national dialogue on controversial topics that impact on fundamental rights and the process of democratisation
• Promoting cultural rights, cultural diversity, exercise of freedom of religion and belief, respect for minorities and differences within society
• Safeguarding fundamental rights in the fight against terrorism
• Strengthening civilian and parliamentary oversight of the security sector.

Enhancing political representation and participation
• Promoting political participation and representation in the decision-making processes through empowerment of organised civil society and citizens' groups, including women and other underrepresented groups
• Enhancing the responsiveness and accountability of the 'political society' (political parties, groups of parliamentarians, legislative bodies, etc.)
• Promoting national debate as regards legislation on political parties and the electoral process
• Strengthening capacity for civic monitoring of the election process.

The budget made available under the current call for proposals is 582,000 euro (allocation for 2007). An additional similar amount may be allocated from the 2008 budget. The call is expected to be repeated every year at least till 2010, with a similar annual allocation.

The grants awarded under this programme will be between 60,000 and 120,000 euro, covering 50 to 80% of the costs. The duration of action should be of 12 to 24 months. Following the recent amendments to the EC Financial Regulation re-grating to third parties is allowed. However the maximum amount of re-granting is limited to 25% of the total cost of the action and not more than 10,000 euro per third party.

Only NGOs with their headquarters in Turkey or local independent divisions could apply. It’s a two tier (restricted) call for proposals: at the fist stage, a maximum 4 page concept note is required. Those short listed will be invited to submit full applications at the second stage.

The deadline for submission of concept notes is 26 May 2008.
