Homophobic violence and hate

ILGA-Europe has been consistent over the last year in lobbying the OSCE (Organisation for Security and Cooperation in Europe) for explicit inclusion of sexual orientation, gender identity and gender expression into the political commitments by the OSCE participating states and Ministerial Council decisions related to the tolerance and non-discrimination mandate of ODIHR (Office for Democratic Institutions and Human Rights of the OSCE).

For these purposes we have organised side-events at the last three OSCE Human Dimension and Implementation Meetings (HDIM) on LGBT situation in Eastern Europe, multiple identities and discrimination, the role of religion in promoting tolerance and human rights of LGBT people in October 2006 (more details below). We have also organised a specific side-event on hate-motivated crimes against LGBT people at the OSCE conference on Anti-Semitism and Related Intolerance in Cordoba, Spain (June, 2005). ILGA-Europe has made a number of interventions before the participating states, and has been successful in gaining EU Presidency support on the issue. The EU Presidency has called for a supplementary human dimension meeting on sexual orientation as a human rights issue, and recently made a statement condemning criminalisation of consenting same-sex acts between two adults in two OSCE participating states – Turkmenistan and Uzbekistan.

OSCE is the largest international organisation of which the Holy See is a full member. ILGA-Europe works towards establishing a dialogue with the Holy See in order to overcome its opposition towards our goals in the OSCE political context.

Civil society organisations encourage the OSCE to recognise sexual orientation, gender identity and gender expression as human rights issues

135 non-governmental organisations from 33 countries in Europe and North America have joined a declaration to support the work against homophobia and for LGBT human rights within the Organisation for Security and Cooperation in Europe (OSCE). The declaration was initiated in the spring 2007 by ILGA-Europe.
